Muzukuru, I see that you claim that the resolution to extend the term of the President in office from five years to seven years was reached at the ZANU PF Annual National People’s Conference in 2024 where it was turned into a resolution, and then reaffirmed in Mutare. You then claim that this was done to allow those with objections to the resolution to air their objections.
But, Shumba, you know well that there are a number of issues with your assertions:
1. Firstly, the resolution reached in Bulawayo only mentioned extending the Presidential term limit by two years, allowing for the current President to continue in office till 2030.
2. As Vice Martial (rtd) Muchena said, many people in the party fundamentally agreed with the concept of increasing the length of term in office of Presidents; however, this requires ZANU PF’s constitution to be amended.
Additionally, when the Bill writers wrote the Bill, they brought back an omnibus Bill with various new clauses that were not agreed to by the party. These include having parliament elect the President, taking away the people's right to vote for their President, and changing the defense forces’ mandate to uphold the constitution and others.
3. The drafters also argued that such a fundamental amendment that takes away the people’s right to vote for their President, didn't require a public participation or a referendum, something not agreed to by party structures.
4. Additionally, the highest decision-making body of ZANU PF is Congress; hence no resolution like this can be passed at conference and implemented without being ratified at Congress and ZANU PF’s constitution being changed.
Conference is only coming next year where a new President should be elected, the constitution changed and then this resolution can be ratified.
5. The failure of this resolution being tabled at Congress, where the next President should be reelected first and party constitution being changed to align, illustrates that this process wasn't open for ZANU PF members and branches to air their views, making this resolution illegitimate ab initio.
6. It is also patently obvious that the party and nation are griped by an atmosphere of fear, in which people are no longer free to descent without facing dire consequences, as evidenced by me being threatened with exile and death for opposing CAB3.
7. This Bill isn't what ZANU PF asked for; chinhu chenyu imi makaranga, a small business elite and the first family. This is why some leading members of the Central Committee and Politburo are resisting it because it hasn't been discussed in cells and branches and hasn't been passed at Congress.
8. The fact that you, an outsider in ZANU PF, are pushing it while it's being resisted internally, illustrates that it was never adopted unanimously in the party. I remember you making a voicenote telling me that you are related to the President and as such people like you have a greater chance of ascending to power as the next generation. Saka chinhu chenyu ichi muzukuru.
8. As Air Marshal (Rtd) Muchena said, the party seems to have been hijacked by unelected people who are using money to mutilate the party and constitution, which may render ZANU PF a national security threat.
9. The silence of big guns like Charamba, Obert Mpofu, Mutsvangwa, Chinamasa, Mudenda, and others on this issue should signal that you're on the wrong side of history.
10. Yesterday the Zimbabwe Human Rights Commission condemned the process of CAB3 consultations, saying it violated international, continental, and regional human rights codes and democratic processes. This means that a case can be made that the process is void and should be rerun.
It's becoming clear that you're pushing up against a mountain, and as someone close to you, I'd advise that you and some of my associates who are pushing this, should reassess whether you're standing with the nation or individual interests that are now threatening national and potentially security interests.
